Department of Health Care Services
Through the direction and guidance of Senate Bill (SB) 840, The Department of Health Care Services (DHCS) will provide Counties with one-time funding for local activities relating to individuals with serious mental illness and who are homeless or at risk of becoming homeless.
All Counties are eligible to receive this funding, including Counties with Whole Person Care Pilots and Counties with populations with recent involvement in the criminal justice system or newly released.
Program:  Homeless Mentally Ill Outreach and Treatment Program
Amount:  $50 Million (One time funding)
Funding requirements:  In order to receive these one-time funds, the county must provide DHCS a letter of interest and required attestations (Board of Supervisors Resolution).

California Health Facilities Financing Authority
Senate Bill 843, Section 52 (2016) is intended to expand community alternatives to jail and prison through establishing a one-time competitive grant program.
Program: The Community Services Infrastructure (“CSI”) Grant Program.  CSI seeks to expand access to jail and prison diversion programs and services for those with mental health illness, substance use disorders, or who have suffered from trauma.  Click the link for more information.
Amount:  The 2017-18 budget appropriated approximately $65,813,000 in grant funding for facility acquisition, renovation, equipment acquisition, and applicable startup or expansion costs for facilities that provide mental health services, substance use treatment, and/or trauma recovery services.
