The Business, Consumer Services and Housing Agency (BCSH) is pleased to announce the launch of the Homeless Emergency Aid Program (HEAP). HEAP is a $500 million block grant program designed to provide direct assistance to cities and counties to address the homelessness shelter crisis throughout California. Attached to this email you will find our first Frequently Asked Questions (FAQs) document. The FAQs have been grouped into topical areas. This document will be updated periodically.

Amount: $190 million in noncompetitive allocation funds
All counties are eligible
There will be series of workshops and webinars to learn how to apply for the NPLH funds (Sacramento -August 24, 2018, Oakland-August 30, 2018, Visalia-September 7, 2018 and Riverside-September 10, 2018)
Additionally, three (3) New programs to address homelessness:
