Offender Mentor Certification Program

The Offender Mentor Certification Program (OMCP) is a voluntary program for long-term and life-term offenders. This program provides them with the training and certification needed to become Alcohol and Other Drug (AOD) Counselors. Upon graduating from the OMCP, these Offender Mentors are assigned as co-facilitators in Cognitive Behavioral Treatment programs throughout all adult institutions.

At the completion of training and required internship hours, Offender Mentors can earn milestone credit, educational merit credit, and obtain an AOD Certification from a certifying organization recognized by the Department of Health Care Services. The certification can be used to obtain employment upon release.

Program Length

OMCP varies in length. Each offender must complete approximately one year of education in Substance Use Disorder Treatment, pass the AOD exam, and participate in supervised internship hours.


In order to be eligible, offenders must:

  • Have a minimum of five years to life remaining to serve;
  • Have no Rules Violation Report (RVR) within the last 12 months (with case-by-case review for an RVR from 1 to 3 years);
  • Have no Security Housing Unit (SHU) terms within the last three years (with case-by-case review for SHU terms from 3 to 5 years);
  • Have a case-by-case review for PC 288 or required registration pursuant to PC 290 registration;
  • Have a case-by-case review for “R” suffix and felony holds;
  • Have a case-by-case review for validated STG-I and STG-II member or associate;
  • Have a High School Diploma or its equivalency and a minimum TABE score of 10; and
  • Be in the Mental Health Service Delivery System – require a review involving program and mental health staff.

To enroll in OMCP, offenders must complete an application packet and participate in an interview process.
